Let’s say you have a whole series of official standards, all numbered for easy referencing.

While drafting your document, you end up doing this:

The door shall comply with CSS54.1230.
The windows shall comply with CSS56.0987.
The window glass shall comply with CSS59.3452, except for clause 3.4c.
The surfaces shall comply with CSS52.0938.
The door handles shall comply with CSS54.1230.

At first glance, this may seem precise. In reality, it’s dreadful.

Suddenly, someone is trying to make their windows comply with CSS56.7987 (“Standard Dog Grooming Regulations, 2010”) instead of CSS56.0987 (“Standard Window Installations, 2010”).
